[root@hoge ~]# systemctl list-unit-files | grep cpupower cpupower.service disabledというわけで、このサービスを起動したら解決しました。温度下がりました(周波数下がりました)。

気になる方は、cpupower コマンドや turbostat コマンドで確認してみては。
